Wisconsin Governor Tony Evers issued an Executive Order on March 23, 2020, effective at 8a.m. on March 25, in response to COVID-19 issuing businesses and operations in the State that are essential and non-essential businesses. Under Section 13(v) titled “Manufacture, distribution, and supply chain for critical products and industries” as “Essential Businesses and Operations” of the Executive Order, ECM Industries certifies it is an essential business and is permitted to continue to operate at this time. ECM Industries is headquartered in New Berlin, WI and employs 265 people in the state. ECM Industries is a manufacturer and supplier of electrical products for construction and maintenance and natural gas and cathodic industries.
This state designation of our company and industry as an essential business is also supported by the U.S. Department of Homeland Security (DHS) / Cybersecurity and Infrastructure Security Agency’s
(CISA) guidance on Essential Critical Infrastructure Workforce: Ensuring Community and National Resilience in COVID-19 Response (March 23, 2020) (available at:

As the CISA guidance states, “Promoting the ability of such workers to continue to work during periods of community restriction, access management, social distancing, or closure orders/directives is crucial to community resilience and continuity of essential functions.”
Our company and our industry have a special responsibility to continue operations to serve our customers, community, and state as we work together to end the COVID-19 emergency. In order to fully operate our essential business, our company and our employees while conducting work business, should be considered exempt from state and local restrictions such as curfews, shelter-in-place orders, and other mobility restrictions.
